However, the bulk buyer may charge a small service fee to cover administrative or maintenance costs.<\/p>\n<h3 data-start=\"1477\" data-end=\"1508\">Why Shift to Bulk Metering?<\/h3>\n<p data-start=\"1510\" data-end=\"1594\">CS Wandayi highlighted several goals behind the government\u2019s push for bulk metering:<\/p>\n<ul data-start=\"1596\" data-end=\"2169\">\n<li data-start=\"1596\" data-end=\"1729\">\n<p data-start=\"1598\" data-end=\"1729\"><strong data-start=\"1598\" data-end=\"1628\">Reduce illegal connections<\/strong>: The system aims to eliminate dangerous and unauthorized power taps, common in informal settlements.<\/p>\n<\/li>\n<li data-start=\"1730\" data-end=\"1882\">\n<p data-start=\"1732\" data-end=\"1882\"><strong data-start=\"1732\" data-end=\"1750\">Improve safety<\/strong>: Poor wiring and makeshift power lines have caused fires and frequent outages; regulated distribution aims to mitigate these risks.<\/p>\n<\/li>\n<li data-start=\"1883\" data-end=\"2028\">\n<p data-start=\"1885\" data-end=\"2028\"><strong data-start=\"1885\" data-end=\"1907\">Enhance efficiency<\/strong>: With one point of contact per estate or neighborhood, KPLC expects faster issue resolution and better customer service.<\/p>\n<\/li>\n<li data-start=\"2029\" data-end=\"2169\">\n<p data-start=\"2031\" data-end=\"2169\"><strong data-start=\"2031\" data-end=\"2059\">Boost payment collection<\/strong>: The model is designed to reduce KPLC\u2019s revenue losses by streamlining billing and increasing accountability.<\/p>\n<\/li>\n<\/ul>\n<blockquote data-start=\"2171\" data-end=\"2360\">\n<p data-start=\"2173\" data-end=\"2360\">\u201cIn areas where KPLC staff cannot enforce rules due to overcrowding or security concerns, this bulk metering approach allows us to ensure safe, legal access to electricity,\u201d Wandayi said.<\/p>\n<\/blockquote>\n<h3 data-start=\"2362\" data-end=\"2408\">Residents Will Choose Their Representative<\/h3>\n<p data-start=\"2410\" data-end=\"2687\">Importantly, <strong data-start=\"2423\" data-end=\"2455\">residents will not be forced<\/strong> into the system. The selection of a bulk buyer or representative will be determined by mutual agreement among residents. This could be a landlord, estate management committee, or other registered entity willing to take on the role.<\/p>\n<h3 data-start=\"2689\" data-end=\"2719\">Will It Be More Expensive?<\/h3>\n<p data-start=\"2721\" data-end=\"2968\">Not necessarily. Each household\u2019s electricity use will still be metered individually, and residents will pay based on their actual consumption. However, bulk buyers may include a <strong data-start=\"2900\" data-end=\"2923\">nominal service fee<\/strong> for managing the local distribution network.<\/p>\n<h3 data-start=\"2970\" data-end=\"2986\">What\u2019s Next?<\/h3>\n<p data-start=\"2988\" data-end=\"3367\">The Ministry of Energy and KPLC plan to engage community leaders and stakeholders to explain the system and identify suitable areas for initial rollout.
