Authorities said the shutdown was meant to curb the spread of misinformation, disinformation, and online activity that could threaten public order or national security during the tense election period.<\/p>\n<h3 data-start=\"785\" data-end=\"815\">Museveni Declared Winner<\/h3>\n<p data-start=\"817\" data-end=\"1055\">Incumbent President Yoweri Kaguta Museveni was declared the winner after securing 71.65% of the vote \u2014 roughly 7.9 million ballots. His main challenger, opposition leader Bobi Wine, garnered 24.72%, translating to about 2.7 million votes.<\/p>\n<p data-start=\"1057\" data-end=\"1266\">With the results now public, internet services have been switched back on, allowing citizens to flood social media and messaging platforms with reactions, debate, and commentary after days of enforced silence.<\/p>\n<h3 data-start=\"1268\" data-end=\"1291\">What Was Affected<\/h3>\n<p data-start=\"1293\" data-end=\"1450\">Under the UCC directive, all licensed telecom operators and internet service providers were ordered to suspend public internet access. The shutdown affected:<\/p>\n<ul data-start=\"1452\" data-end=\"1598\">\n<li data-start=\"1452\" data-end=\"1476\">\n<p data-start=\"1454\" data-end=\"1476\">Mobile data services<\/p>\n<\/li>\n<li data-start=\"1477\" data-end=\"1523\">\n<p data-start=\"1479\" data-end=\"1523\">Fibre optic and fixed wireless connections<\/p>\n<\/li>\n<li data-start=\"1524\" data-end=\"1566\">\n<p data-start=\"1526\" data-end=\"1566\">Leased lines and microwave radio links<\/p>\n<\/li>\n<li data-start=\"1567\" data-end=\"1598\">\n<p data-start=\"1569\" data-end=\"1598\">Satellite internet services<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1600\" data-end=\"1724\">The sale and registration of new SIM cards were also suspended, alongside outbound data roaming within the One Network Area.<\/p>\n<h3 data-start=\"1726\" data-end=\"1759\">Services That Stayed Online<\/h3>\n<p data-start=\"1761\" data-end=\"2023\">Despite the sweeping blackout, several critical services remained operational under strict controls. These included national referral hospital systems, core banking and interbank transfers, government payment platforms, and Uganda Revenue Authority tax services.<\/p>\n<p data-start=\"2025\" data-end=\"2245\">Key government infrastructure \u2014 such as immigration systems, voter verification platforms, election result transmission networks, and electoral databases \u2014 continued to run on restricted, non-public internet connections.<\/p>\n<p data-start=\"2247\" data-end=\"2493\">Essential utilities like electricity, water supply, fuel distribution, aviation control, railway signalling, and transport systems were also kept online through secured channels. Cybersecurity and network monitoring centres were similarly exempt.<\/p>\n<h3 data-start=\"2495\" data-end=\"2534\">Social Media Was Strictly Blocked<\/h3>\n<p data-start=\"2536\" data-end=\"2849\">During the shutdown, the UCC made it clear that access to social media and messaging apps was completely prohibited. Telecom operators were instructed to enforce tight controls using private networks, whitelisted IP addresses, and secured VPNs limited to approved systems.
