He argued that a direct comparison is statistically flawed because it ignores the academic starting point of the students.<\/p>\n<h3 dir=\"ltr\">\u200bThe &#8220;Entry Behavior&#8221; Factor<\/h3>\n<p dir=\"ltr\">\u200bNjengere pointed out that the current placement system creates an inherent performance gap long before the final exams are taken.<\/p>\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li dir=\"ltr\">\u200bNational Schools: Primarily admit students who scored 400 marks and above in the KCPE.<\/li>\n<li dir=\"ltr\">\u200bSub-County Schools: Largely enroll students who scored 200 marks or below.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<blockquote>\n<p dir=\"ltr\">\u200b&#8221;It is not possible to expect that, at the end of four years, sub-county schools can post comparable results with national schools,&#8221; Njengere explained.<\/p>\n<\/blockquote>\n<h3 dir=\"ltr\">\u200bSigns of Progress<\/h3>\n<p dir=\"ltr\">\u200bDespite the lower average grades\u2014which typically hover around C and D in these institutions\u2014the KNEC boss highlighted a silver lining in the 2025 data:<\/p>\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li dir=\"ltr\">\u200b13% of sub-county learners achieved a grade of C+ or higher, meeting the minimum university entry requirement.<\/li>\n<li dir=\"ltr\">\u200bThis statistic, according to Njengere, proves that students in these schools have the potential to excel if given the right support.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h3 dir=\"ltr\">\u200bThe Path Forward<\/h3>\n<p dir=\"ltr\">\u200bThe CEO emphasized that the focus should shift from criticism to investment.
