5. Housing and Urban Transformation

On small businesses, Ruto doubled down on the Hustler Fund’s impact: Ksh80B disbursed, seven million borrower records cleaned, and three million MSMEs brought into formal finance.

He placed the new NYOTA programme within the same ecosystem – a project expected to train, certify, capitalise, and place 820,000 young people in jobs and enterprise over five years.

7. Digital Migration, Tech Economy

Digital transformation was one of the strongest threads in the entire address.

From zero public Wi-Fi hotspots in 2022 to nearly 1,500 today, and from fewer than 400 services on eCitizen to 22,500, the administration framed Kenya as undergoing a massive digital leap.

Nearly 2M youth trained in digital skills and 300,000 earning online were used to show that the digital economy is not theoretical – it’s already employing people.

8. Infrastructure & Energy

The President detailed ambitious plans for 50 mega dams, 200 medium dams, and thousands of micro dams to bring 2.5M acres under irrigation.

Road expansion includes 2,500km of highways to dual and 28,000km to tarmac.

The Rironi-Naivasha-Nakuru-Mau Summit highway starts next week, and from 2026 the SGR is planned to push from Naivasha to Kisumu and finally Malaba.

The energy goal?

Adding 10,000MW to support AI, manufacturing, and the data economy.

“It is my constitutional duty to sign bills into law, and that day, I had already prepared to sign the bill when I received news about the passing of the former Prime Minister. It was impossible to stop the process,” the President reiterated, clarifying the timing of the assent.

President William Ruto has refuted claims that the church currently under construction within State House grounds will cost KSh 1.2 billion, labeling the figure as “baseless and misleading.”

Speaking at the 35th Anniversary Thanksgiving of the ACK Diocese of Embu at Kigari Teachers Training College, President Ruto questioned the accuracy of the report published by a local daily.

“The Bishop has shown me the building we are constructing, it has eleven floors. It has been estimated that it will cost KSh 350 million. Let me ask, if the church is big enough for three hundred people, can it cost a billion shillings?” Ruto posed to the congregants.

He urged Kenyans to cease spreading misinformation and cautioned against turning public discourse into attacks on religious institutions.

“Please stop the gossip, propaganda, and hatred. Why do you hate the church of God? I don’t know where these people got the billions,” he stated.

Church for Staff, Not Personal Project

President Ruto clarified that the church being built at State House is intended to serve the nearly 300 staff families who reside and work within the compound. He explained that he did not initiate the church’s construction, but rather found an existing temporary structure. His contribution, he added, was to upgrade this iron sheet shelter to a permanent stone building.

“The church we are building is big enough for those children and the three hundred families, we have a Sunday school there and I didn’t start the church, I found it there,” Ruto explained. “What I have done is to say that instead of the church there being made of iron sheets, let’s build a stone one.”

He accused critics of using false information to undermine his administration. “They are plotting a lot against us, and mocking us. I beg you to respect the word of God. Those in State House are Kenyans like the others and Christians,” he said. Tanzanian President Suluhu Reiterates Stance Against ‘Outside Interference’

Meanwhile, Tanzanian President Samia Suluhu Hassan, speaking at an event on Saturday, May 24, reiterated her firm stance against what she described as “outsiders” attempting to destabilize the country. Two other activists, Boniface Mwangi from Kenya and Agather Atuhaire from Uganda, were also detained and later deported.

According to President Suluhu, their actions constituted external interference in Tanzania’s internal affairs. “We have seen a flow of activists within our region starting to interfere in our affairs. They may have been controlled in their own countries, but they will not come and destroy us here,” she warned.

President William Ruto’s growing team of advisors could face significant upheaval as a new legal petition seeks their removal, arguing that their positions are unconstitutional. Should the court rule in favor of the petition, most, if not all, of these advisors may be forced out.

On Tuesday, May 27, 2025, lawyer Suyianka Lempaa filed a petition asserting that these advisory roles are not anchored in law and primarily serve as a means to reward political cronies rather than being merit-based appointments.

Lempaa’s petition also questions the roles of the more than 20 advisors, their salaries, and the criteria used for their appointment. Recent reports have indicated that the wage bill for these advisors is nearing one billion Kenyan shillings.

This legal challenge comes amidst increasing public discontent over the swelling number of advisors, particularly as it contradicts President Ruto’s earlier pledge to prioritize austerity measures. Last year, in response to anti-government protests over the 2024 Finance Bill, Ruto had promised to halve the number of advisors.

Those were President Ruto’s first words while addressing residents of Kibra this past weekend where he had visited to console with citizens from the neighborhood following on Saturday’s fire outbreak.

As seen on footage, president Ruto was accompanied by the Nairobi governor among other leaders who availed themselves to console with the fire victims; that have since been left homeless and stranded, while a few victims remain homeless.

Speaking on Sunday, 25th – the president made it known that he had already spoken to Siaya MP, Atandi Samuel to set aside Kshs 500 Million which will be used to rectify and restore proper power supply in the area.

“Tumeweka millioni Sh 500 kuhakikisha kwamba we correct all illegal connections. The ministry is going to work with all stake holders to ensure that we avoid illegal connections that occasionally result in these fires,” the president promised.

According to the president this is but the first step to help improve Kibra which has for years been known as a slum area.

For this reason, the president shared his plans to demolish the slum with a promise to rebuild new modern buildings which will improve the areas image not forgetting – reduction of congestion in the area.

In his speech, the president went on to urge the area residents to cooperate with his government as it intends to improve their lifestyle, just like it did in Mukuru kwa jenga and its surrounding.

“Katiba ya Kenya sehemu ya arobaini na tatu inasema kila mwanainchi anafaa kuishi mahali kuna heshima. Mahali kuna maji, stima na usafi,” the president went on adding;

Na hiyo kazi nitafanya na bidii, wapige kelele wanavyotaka lakini, that we must do.

As for those who lost their lives in the fire, President Ruto promised to have his government pay off all the bills required for funeral plans.

Victims in the hospital were also promised free healthcare while the rest left homeless were promised new temporal homes for the mean time.

President Ruto Nearly Falls After Bodyguard Pushes Woman During Handshake (Video)

President William Ruto’s bodyguards found themselves in an awkward situation on Friday, May 23, almost causing the President to stumble during an inspection of the Kibera Soweto affordable housing program.

The incident occurred as the President walked amidst crowds. A woman reached out to greet him, and as her hand firmly grasped the President’s, one of his bodyguards pushed her back into the crowd. Unaware that their hands were still clasped, the bodyguard’s push caused the woman to drag the Head of State, leading him to lose his balance.

Footage shows President Ruto holding onto Lang’ata Member of Parliament Phelix Odiwuor, also known as Jalang’o, as he struggled to regain his footing and avoid a fall. Once he steadied himself, the President paused, smiled at the woman, and invited her back for a proper second handshake. The bodyguard then promptly guided her back into the crowd once the handshake concluded.

The bodyguards, trained to protect the President and clear his path, were simply executing their duties when this dramatic moment unfolded.

Transforming Kibera with Affordable Housing

During his inspection of the Soweto East Zone B Affordable Housing Project, President Ruto reiterated his pledge to transform what was once known as Africa’s largest slum into the continent’s largest decent estate.

“Kibera used to be famous for being the largest slum in Africa, but with the affordable housing program, we will transform it into the largest decent estate in Africa,” he stated during the visit.

He vowed to ensure transparent allocation of the houses, prioritizing current residents and those who meet the established criteria. “Rest assured that you will be given the first priority to own the houses before considering other Kenyans,” he promised.

The Affordable Housing Programme is a flagship government initiative designed to provide decent and affordable accommodation to Kenyans. His private jet allegedly costed 200 Million Kenyan shillings.

But the president has now denied the cost.

He said there was “no way” he could have spent about $1.5m – the figure that was reported to have cost to hire the Boeing 737-700 VIP plane.

“I am not a mad man,” he said, speaking at a National Prayer Breakfast event in Nairobi on Thursday.

He continued to state that it cost less than 10 million.

“In fact, let me disclose here that it cost the public of Kenya less than Sh10 million,” he added.

But the remarks have provoked more backlash, with some Kenyans online asking who the friends are.

“When some friends of mine heard that I was to travel with Kenya Airways, we have built a big reputation as a country; we have built friends. Some friends told me, ‘How much do you want to pay?’ I said I’m not ready to pay more than Sh20 million. They said, ‘Bring Sh10 million, we will give you the plane,'” Ruto elaborated.

Mr Ruto went to the US last week on a three-day official state visit – the first such trip by an African leader in more than 15 years.

While he was there, Kenya secured a number of investment deals worth billions of dollars.

President William Ruto has called for an immediate meeting of the National Security Council at State House Nairobi. This follows a Kenya Defence Forces (KDF) helicopter crash that occurred this afternoon in Elgeyo-Marakwet County.

State House Spokesperson Hussein Mohamed confirmed the news through a statement. However, details regarding the cause of the crash and the status of those onboard remain unavailable at this time.

“President William Ruto has convened an urgent meeting of the National Security Council at State House Nairobi this evening following a Kenya Defence Forces’ helicopter crash this afternoon in Elgeyo-Marakwet County,” Mohamed stated.

2 Arrested For Heckling President Ruto During Rally In Bomet

Two people who are suspected of heckling President William Ruto during his rally in Bomet over the weekend have been taken into custody.
Bomet County Commissioner Ahmed Omar confirmed the arrests, saying the two are being held in police custody and are scheduled to appear in court tomorrow.
The commissioner added that more suspects, including politicians, were being sought after for their roles in the heckling.

“We want to inform the public that we have done enough investigations and some of the investigations will continue. We have made two arrests so far and they are currently in police custody. We have more leads for others which we are following we believe that the two arrested will be taken to court tomorrow.

“We are following three groups of people, the planners the financers and those on the ground. We have evidence of some who were injured and we have information that some are trying to run away,” he said.

“We want to warn them that we have enough information on them and we are following them closely. We also warn those who have intentions of heckling in the future,” he added.

The latest comes after Interior Cabinet Secretary (CS) Kithure Kindiki ordered police and security agencies to go after organisers and financers of the heckling.

Issuing the orders on Monday, March 18, 2024, the CS asked police to arrest all perpetrators involved regardless of their political standing,

“You must expeditiously conclude investigations into the recent incidents and apprehend all persons who organise, finance, and orchestrate hooliganism in the county,” Kindiki stated.

Francis Atwoli blasts Kenyans complaining about cost of living under Ruto

Francis Atwoli, the head of the Central Organisation of Trade Unions, has reprimanded Kenyans who have been grumbling about high taxes and living expenses.

Atwoli said that President William Ruto made it very clear what he intended to do during the 2022 presidential races in a video obtained by the Star.

He claimed that Ruto had made it plain that he wanted to create the nation with the help of every Kenyan.

According to Atwoli, Ruto is currently urging Kenyans to provide resources so that he may carry out his pledge to build the nation.

“Even currently, people are complaining of the high cost of living, price of things has gone up, oh we voted for this government but better William Samoei Ruto. He was very clear when he was campaigning. He told you wewe mama mboga, wewe mtu wa boda boda and everybody that this government will build with you.

President William Ruto has celebrated the first anniversary of the Hustler Fund, highlighting the impressive savings of Ksh2 billion accumulated by Kenyan borrowers. During the anniversary celebrations held at Railway Club Grounds on Thursday, November 30, the President commended the loan scheme for fostering a culture of saving among Kenyans.

“The 5% savings contribution of every Kenyan has now collectively reached Ksh2 billion,” President Ruto stated, acknowledging the significant savings component of the Hustler Fund.

Launched on November 30, 2022, the Hustler Fund aims to directly support and empower Micro, Small, and Medium Enterprises (MSMEs). President Ruto highlighted the platform’s active user base of 21.5 million Kenyans.

Approximately 19 million Kenyans have utilized the Hustler Fund to borrow a total of Ksh39.6 billion, with Ksh29 billion successfully repaid, according to the President’s remarks.

President Ruto Takes Credit for Heavy Rains, Despite Causality Link to El Nino

President William Ruto has seemingly taken credit for the heavy rains that have been pounding the country for the last few weeks, despite evidence suggesting a link to the El Nino weather phenomenon.

According to President Ruto, the heavy rainfall, which has caused floods leading to loss of lives and property in some parts of the country, are God’s answer to his prayers.

Speaking at the Priesthood Fellowship Church in Kahawa West, Nairobi County, the President said he and his fellow Kenya Kwanza colleagues gathered at the Nyayo National Stadium in February 2023 and prayed for rains during a time when there was drought ravaging the country.

“We called for a prayer meeting at Nyayo Stadium because we wanted to pray to God for rains. Many people laughed at us, saying ‘look at them’ but this year, we have gotten miraculous rain. Is this true or not? This year, we got rains we never got in the last four years because praying to God is not a game,” said President Ruto.

His sentiments come in the wake of heavy rainfall in most parts of the country that have resulted in tens of deaths across the country due to flash floods. So far, 70 deaths have been reported across the country, with many more displaced by the floods amid widespread destruction of property.

The most recent deaths resulting from flooding claimed the lives of eight people who had been returning home after attending an anniversary ceremony that was hosted by First Lady Rachel Ruto at the Kasarani Stadium in Nairobi County.

According to reports, the seven were swept away at Mukaa area in Makueni County while attempting to cross the flooded Muuoni River.

“I am deeply saddened to learn of the unfortunate incident that has happened to some of our @JoyfulWomen members from Makueni County. On my behalf and that of Joyful Women Organization, I sincerely express my utmost sympathies to the affected families. Our thoughts and prayers are with the families and friends at this difficult time,” the First Lady later said.

The current heavy rains have been attributed to the El Nino weather phenomenon. As a result, the Kenya Meteorological Department has continuously issued advisories and alerts.

Flooding has especially been noted in Mombasa, Turkana, Makueni, Garissa and Taita Taveta among other counties.

President Ruto initially claimed that there would be no El Nino rains in Kenya but his deputy, Rigathi Gacagua, ended up publicly correcting him while he was out of the country.

On that occasion, the DP Gachagua held a press conference and invited a Director from the Meteorological Department to clarify that indeed El Nino rains are falling in Kenya, adding they did not know who had wrongly advised President Ruto into publicly making such a false claim.

In conclusion, while President Ruto may believe his prayers have brought rain to Kenya, the scientific evidence suggests that the El Nino weather phenomenon is the primary cause of the recent heavy downpours.

Kenyans invited to give opinions about Ruto regime intended hiking of passport and ID fees

Kenyans have until December 8, 2023, to share their opinions on the proposed changes to passport and ID fees.

The public participation process was initiated by Interior Cabinet Secretary Kithure Kindiki and submissions can be made either in person or electronically.

As part of the proposed changes, the cost of obtaining a new ID card will be reduced to Sh300 from the previously proposed Sh1,000.

Kenyans who are unable to afford the new ID fee will have the cost covered by the government.

The cost of replacing a lost ID card will also be reduced to Sh1,000 from the previously proposed Sh2,000.

The fees for changing ID card particulars and obtaining Identification Reports have been increased to Sh1,000 and Sh1,000 respectively.

The fees for Civil Servant cards and Staff badges have also been increased to Sh1,000 each.

The proposed charges for passports remain unchanged.

The cost of birth and death certificates has been increased to Sh200 from the previous Sh50.

The public is encouraged to submit their feedback on the proposed changes by December 8, 2023.

Kenyans mock Ruto for his constant travelling

Kenyans online have expressed mixed reactions to President William Ruto’s latest overseas trip, with some expressing amusement and others raising concerns about the frequency and cost of his travels.

State House Spokesperson Hussein Mohammed announced that Ruto would be embarking on a two-day visit to Germany and France, aiming to strengthen Kenya’s economic and climate ties with the two countries and the European Union, and to advocate for a strong global consensus on climate action ahead of COP28.

However, many Kenyans on social media appeared unimpressed by the President’s latest foreign trip, which they perceived as excessive.

Mike Shiangala commented, “It was a pleasure hosting this gentleman in Kenya. Travel safely as we look forward to hosting you again in the coming future.”

Douglas Orang’i added, “He has overstayed. Bon voyage.”

Henry Kabogo echoed the sentiment, “It is not a must you tell us.”

Opiyo Denis sarcastically suggested, “Why can’t he propose to have a permanent residence in Europe? He can schedule to be attending church service in Kenya on Sundays and travel back to Europe in the evening to tackle climate change now that climate change to him is more urgent than the pain and suffering of Kenyans.”

Nicholas Robert opined, “He should do away with ambassadors because since he has taken their jobs they’ve been receiving salaries that they’ve not worked for. He should in fact add the roles of ambassadors and minister for foreign affairs into his portfolio.”

Since assuming office in September 2022, President Ruto has made 38 foreign trips, covering 45 cities across 38 nations over 83 days.

These foreign travels have cost the Kenyan taxpayer over Sh56 million in travel expenses for the first half of the financial year ending in June 2024.
