Volunteers involved in the recovery effort have reported facing harassment and threats from the DCI. They claim that officials warned they would be held accountable for the bodies they retrieved, with allegations suggesting that anyone involved in the recovery would be implicated in the dumping.

“DCI warned us that anyone retrieving a body from the quarry would be held responsible and linked to the dumping,” one volunteer told Citizen TV. “It feels like they are setting us up for a case.” Another volunteer shared similar concerns, stating, “It seems like they’re implying that a case will be fabricated against us.”

Victim’s families, who had hoped to bury their loved ones, have also reported receiving threatening phone calls and feeling threatened. Many have left Nairobi to avoid the perceived danger. “I am currently the only one left in Nairobi. We don’t know when they might come for us,” a family member said.

The Directorate of Criminal Investigations (DCI) has issued a public plea for assistance in recapturing the primary suspect in the Kware murder case, who reportedly escaped from police custody.

Collins Jumaisi Khalusha, along with twelve other suspects, managed to flee from detention at Gigiri Police Station on Tuesday, August 20. Khalusha was awaiting murder charges.

On Thursday morning, the DCI announced a cash reward, the amount undisclosed, for anyone who provides information leading to Khalusha’s re-arrest. Khalusha is originally from Vihiga County.

“The Directorate of Criminal Investigations (DCI) is seeking public assistance in locating Collins Jumaisi Khalusha, who escaped from police custody on Tuesday, 19/8/2024. He was set to face murder charges,” the notice read.

It added, “A substantial cash reward will be offered for credible information leading to his arrest. The suspect hails from Shiru location, Shaviringa sub-location, Hamisi Sub-County in Vihiga County.”

Investigators are encouraging anyone with knowledge of the suspect’s location to contact them confidentially via the #FichuaKwaDCI hotline at 0800722203 or through the police emergency numbers 999, 911, and 112.

The DCI also mentioned that tips can be reported to any police station nationwide.

Collins Jumaisi, the main suspect in the murder of several women whose bodies were discovered at a dump site in Kware, Nairobi, escaped from Gigiri Police Station earlier this week. He was among 13 detainees who broke out, the other 12 being Eritrean nationals.

The escape occurred on Tuesday morning, with the police discovering the breakout while serving morning tea to the detainees. The suspects had cut through the wire mesh securing the cell and breached the perimeter wall.

How Police Realized Kware Murder Suspect Had Escaped

Jumaisi was one of 13 individuals who managed to break out of the station, with the other 12 being Eritreans.

Details have now emerged about how the escape occurred.

“At 5:00 AM, police officers, accompanied by the canteen manager, conducted a routine check to serve breakfast to the prisoners. Upon opening the cells, they found that 13 inmates had escaped by cutting through the wire mesh of the basking bay,” the police revealed.

Following this significant breach, eight officers from Gigiri Police Station have been suspended. Acting Inspector General of Police Gilbert Masengeli confirmed the suspensions on Tuesday, August 20.

Jumaisi had previously claimed during a hearing at Makadara Law Courts last month that he was tortured into confessing to the alleged murders. His lawyer, John Ndegwa, argued that Jumaisi was falsely accused and had been subjected to inhumane treatment, requiring urgent medical attention.

During the court session, police sought a 30-day detention order for Jumaisi to allow further investigation into the gruesome killings. Despite his lawyer’s objections, Makadara Magistrate Irene Gicobi granted the police request.

According to the police, Jumaisi had confessed to the series of murders.

Despite these claims, Makadara magistrate Irene Gicobi granted the Directorate of Criminal Investigations (DCI) permission to detain Jumaisi for 30 days for further investigation into the killings.

Police had earlier stated that Jumaisi had confessed to the murders. He was reportedly tracked to a house in Kayole, where authorities believe he was attempting to lure another victim. A raid on his residence led to the discovery of ten mobile phones, seven identity cards, ten SIM cards, a panga, gloves, sacks similar to those found with bodies at a dumpsite, and ropes.

An officer involved in the investigation described Jumaisi as a key suspect in the Kware area murders. Additionally, detectives had followed a money trail linked to the latest victims of the case.

Police have found a hammer and pillow stained with blood at the residence of the Kware suspect

Detectives revisited Collins Jumaisi Khalusha’s residence, the prime suspect in the Kware killings, and recovered several items, including a hammer stained with blood. Other items retrieved included a dressing mirror with fingerprints, a mattress, a blood-stained pillow, a red t-shirt, a pair of pliers, two kitchen knives, four pairs of women’s shoes, and a gunny bag.

Accompanied by Khalusha, the team spent five hours at the scene on Wednesday morning. They also discovered sisal and manila ropes and a notebook containing hospital receipts bearing a woman’s name, prompting further investigation at the hospital to verify if the woman had been treated there.

Khalusha, implicated in the murders of at least 42 women in Nairobi, claimed he had encountered all victims on the streets, some vending airtime in the vicinity.

Detectives determined his residence as the primary crime scene, noting blood stains on walls and floors allegedly from victims. Khalusha confessed at the Directorate of Criminal Investigations (DCI), admitting to killing ten women in 2024 alone. The most recent victim was slain on July 11, a day before bodies were found at the Kware dump site in Mukuru slums.

Police stated Khalusha lured victims with promises of KES 500 for unprotected sex, which he never paid. He purportedly strangled them during encounters, left bodies on nylon sheets at home, dismembered them, and discarded remains about 500 meters away, sometimes using the hammer in these acts.

Born in Vihiga in 1991, Khalusha moved with his mother to Migori after his father’s demise. His victims primarily hailed from his slum neighborhood. He alleged killing over 20 women in 2023 and ten in 2024.

Police reported Khalusha appropriated victims’ belongings, either distributing or selling them, including mobile phones, clothing, cash, bags, and valuables. Identification of victims poses challenges, prompting police documentation efforts.

Besides Khalusha, police apprehended another suspect at City Cabanas with a victim’s mobile phone. The deceased’s family identified her belongings among items at Khalusha’s home. The suspect disclosed another person who sold him the phone.

The second suspect led police to his residence in Mukuru kwa Reuben, where 154 used mobile phones were found. He admitted purchasing phones from Khalusha, implicating possible cartel involvement.

The DCI confirmed identification of Imelda Judith Karenya’s identification card at Khalusha’s residence, noting her as his alleged wife and first victim. Khalusha claimed police coerced his confession, citing mistreatment and torture, assertions contested by authorities.

Legal proceedings continue, with Khalusha’s lawyer seeking medical intervention and disputing the confession’s validity, while police pursue mental evaluations and inquiries.
